How to Apply for a USDA Protected Plant Permit (PPQ – CITES/ESA)

If you plan to import orchid species or other plants listed under CITES (Convention on International Trade in Endangered Species) or the Endangered Species Act (ESA) into the United States, you will need a Protected Plant Permit from USDA–APHIS (Animal and Plant Health Inspection Service).

Below is a detailed step-by-step guide to help you apply.

Step 1: Create an APHIS eFile Account

  1. Visit APHIS eFile.
  2. Click Sign Up to create an account.
  3. You will need a USDA eAuthentication (Level 2) login to access the system.
    • If you don’t already have one, follow the prompts to register.
    • This may require identity verification.

Step 2: Start a New Permit Application

  1. After logging in, go to the Plant Health section.
  2. Choose Apply for a Permit.
  3. Select Protected Plant Permit (CITES/ESA Regulated Plants).

Step 3: Complete the Application Form

You will need to provide:

  • Applicant information: Name, address, phone, email.
  • Type of activity: Import, export, or re-export.
  • Plant details: Genus and species (scientific names).
  • Country of origin: Thailand (for orchids shipped from us).
  • Destination/Facility address: Where plants will be delivered or grown in the U.S.

Step 4: Review and Submit

  1. Carefully check that all details match your planned shipment.
  2. Submit the application electronically through eFile.
  3. There is no fee for most Protected Plant Permit applications.

Step 5: USDA Review

  • Your application will be reviewed by APHIS–PPQ headquarters.
  • If approved, you will receive a PDF permit by email.
  • The permit is typically valid for 2 years.

Step 6: Use the Permit for Shipments

  • A copy of the Protected Plant Permit must accompany each shipment.
  • If you are importing orchid species, you will also need:
    • PPQ 587 Import Permit (for plants intended for planting).
    • Phytosanitary Certificate (issued by Thailand).
    • CITES Export Permit (issued by Thailand’s Department of Agriculture).

Quick Summary
